Andhra Pradesh’s New IT & GCC Policy 2024-2029: A Bold Leap into the Future of Work

The Government of Andhra Pradesh has officially unveiled its Andhra Pradesh IT & Global Capability Centers (GCC) Policy (4.0) 2024–2029, a forward-thinking roadmap designed to transform the state into a premier global destination for technology and innovation. This five-year policy aims to bridge infrastructure gaps and create massive employment opportunities by leveraging the state's unique position in the post-pandemic digital economy.


The Shift to Hybrid and Remote Work

One of the most striking features of this policy is its recognition of how work has changed. Since 2020, remote and hybrid job postings in India have surged from 0.9% to approximately 20%. Andhra Pradesh is positioning itself to lead this trend, targeting the 60–90 million Indians expected to be working remotely by 2025.

To support this, the state is focusing heavily on the creation of large-scale co-working spaces and neighborhood workspaces. These facilities are designed to provide flexibility, improve work-life balance, and allow the state’s talented youth to work for global conglomerates right from their own communities.

Incentivising Infrastructure: Co-working & Neighborhood Spaces

The policy introduces a three-model approach to infrastructure development, offering significant financial incentives for developers:

  • Model 1: Co-working Space Developers

    • Eligibility: Minimum of 100 seats or 10,000 sq. ft..

    • Incentives: A 50% capital subsidy (up to ₹2,000 per sq. ft.) and a rental subsidy of ₹2,000 per seat for six months.

  • Model 2: Neighborhood Workspace Developers

    • Eligibility: Minimum of 10 seats or 1,000 sq. ft..

    • Incentives: A 50% capital subsidy (up to ₹1,000 per sq. ft.) and a rental subsidy of ₹1,000 per seat for six months.

These spaces can be developed in Tier I, II, or III locations, utilizing anything from private buildings and apartment complexes to repurposed government facilities.


Visakhapatnam: The Crown Jewel of the IT Hub

Visakhapatnam (Vizag) is central to this vision. Already ranked 3rd in the Ease of Living Index (2022), Vizag offers robust infrastructure, high-speed internet, and a multicultural workforce. The government aims to transform the city into a thriving IT and GCC destination by establishing state-of-the-art campuses and innovation hubs like the Ratan Tata Innovation Hub (RTIH).


Empowering the Workforce

Beyond infrastructure, the state is investing in its people. With roughly 75% of students choosing STEM streams after 10th grade, AP has a massive talent pool. The policy introduces the "Future Skills credit scheme" to support continuous upskilling, ensuring the workforce remains competitive in fields like AI, deep tech, and cybersecurity.
